REFORM LOCKS UP OUR SUBURBS

A city bristling with three times as many high-rise towers as today. Twenty-storey apartment buildings along commercial strips in the suburbs. Continued sprawl on Melbourne’s fringes, where there are few services and little transport. And a sea of single-dwelling housing in a low-rise middle suburbia, swaths of which have reached the end of their utility but will be uneconomic to redevelop.

Welcome to Melbourne’s housing future under the Napthine government’s new planning policy.

Released in draft form last October, Plan Melbourne, with its new residential zones – Neighbourhood (where development is highly restricted), General (where some low-rise development is possible) and Growth (where medium and higher density is permitted) – comes into effect in three weeks.

The Sunday Age has made a special investigation, comparing the ambitious scope of the policy, including its stated aim to enable the construction of at least another 1.5 million dwellings, with its imminent reality.

Over three weeks, we will examine how the reality of Melbourne under the new zones will be very different from the development regime of the past decade – and what it means for you. Plan Melbourne will mean fundamental changes to how neighbourhoods look, and to the value of many people’s homes.

The rise and rise of the apartment

More families are expected to swap a traditional house on land for high-density homes in Melbourne’s inner suburbs this decade. Will this be the new Australian dream?

Inner suburbs’ apartment homes – once the lifestyle of choice for young singles and empty nesters – have found a new fan base.

Families, wanting to save precious commuting time and gain access to inner city-attractions without sacrificing proximity to child-friendly parks and schools, are increasingly sacrificing picket fences for smaller homes in high-density developments in blue-chip postcodes.

Apartment homes are increasingly “making sense” to families, says BIS Shrapnel senior manager Angie Zigomanis.

“It is not something happening yet to any large extent but will continue as Melbourne grows to 8.5 million residents by 2060,”  Zigomanis says, quoting latest Australian Bureau of Statistics figures.

“You don’t want to plonk all these new residents on vacant land 50 kilometres out.”

He acknowledges raising active young children in high-density housing can be challenging.

$50m for NYC’s top trophy apartments

The base price for the city’s top trophy apartments has doubled to an unprecedented $50 million over the past year, thanks to an influx of foreign house-hunting billionaires.

At least 19 condos and co-ops are on the market for at least $50 million — with the most expensive offered for $130 million in the pre-construction phase.

It will occupy what is now a private club at the River House on East 52nd Street and will boast five bedrooms, 10 baths, a pool, tennis court and IMAX screening room.

If that seems a bit steep, there’s a triplex penthouse available at The Pierre hotel for $125 million.

Even Hell’s Kitchen is in on the act, with an $85 million apartment at 635 W. 42nd St. A smaller apartment in that building was once a Lindsay Lohan crash pad.

That 10,000-square-foot unit’s building includes a “sky-lit” indoor pool, 12,000-square-foot health club, rooftop lounge, rooftop terraces, basketball court, tennis court, golf driving range, movie theater, BBQ grills, and free bikes, crosstown shuttle buses and daily breakfasts. There’s also a garage, and a contemporary art gallery in the lobby…

Heather Apartments / Heatherton

An apartment lifestyle close to Melbourne’s best golf courses, a leading business park, beaches, shopping and natural parklands is proving highly attractive, with nearly half of the apartments already sold in the Pellicano Group’s new Heather Apartments development.

Located just off Kingston Road, near Warrigal Road, the Heather Apartments at 3 and 5 Sandbelt Close comprise two low-rise buildings of four and five levels with 76 apartments. The buildings are of a contemporary design with vertical boards, stonework and timber-screened courtyards set in landscaped surrounds. Construction began in February, with completion scheduled for next April.

Pellicano Group joint managing director Nando Pellicano says the Heather development is keenly priced to appeal to a local market short of quality, affordable apartments. “This is a great entry point to bayside area living. There are few opportunities to buy a brand-new apartment this side of the Nepean Highway at an affordable price. Our neighbouring bayside suburbs like Mentone, Cheltenham and Highett have high entry levels and we’re only a few minutes away…

Cool residential design pushes the boundaries on two fronts

BIK Lane in North Fitzroy is home to a new apartment development by Bird de la Coeur Architects. Concealed from busy Nicholson Street, its presence is only realised at the end of the lane.

Expanding over a relatively large inner city site (0.4 hectares), the property, initially warehouses and car parking, was marketed as a ”rare city acre”. “The developers subsequently set up a company called Rare City Acre after purchasing this property, for obvious reasons,” says architect Neil de la Coeur, who designed what is now known as the ”Roi Apartments” with his partner, architect Vanessa Bird.

While the dimensions of the site are rare, so is finding well designed apartments that don’t overshadow everything else in the vicinity…

Mornington seaside ÍCON’ complete

LOVE it or loathe it, the new $20 million apartment complex at 22 Main St, Mornington – the “wavy building” – is certainly eye-catching.Designed by Tony Battersby of Melbourne-based SJB Architects, all 16 apartments, including two penthouses, sold off-the-plan in less than three weeks during Christmas 2007/08.Prices ranged from $680,000 to $2.5 million for the 22-square penthouses with their 24-square balconies and spectacular views.With the four-storey building complete, residents are moving in or on-selling.Soon to open on the ground floor will be a pizza restaurant and Italian-style delicatessen.The pair behind this venture are Tony Nicolini and Rob De Santis, who run DOC Pizza in Carlton and The Rocks in Mornington.Project manager Dominic Locandro said companies   Elite Property Group and Bayport Group “wanted to create an icon for the peninsula”.
